Normally, I'd make this change po/Makefile.in.in comes from gettext. The gettext 0.14 series does not define $(datarootdir), and the 0.15 series has not been released yet. So, any project using autoconf 2.59c or greater but only a stable version of gettext will receive a warning that Makefile.in.in references datadir without defining datarootdir.
