Perhaps most unix commands are dangerous for new users, unless they read documentation prior to using them (which is, unfortunately, rather rare). Sacrificing functionality so that newbies don't accidentally destroy their data is, in my opinion, not the best way to proceed. Besides, the current incremental restore behavior is the way GNU tar operates since 1997, so changing it will break all scripts people were using since then.
