I tried the cvs version and still does not work; now
it seems to enter a loop:

$ dd bs=1 count=10000 if=/dev/zero of=abc
10000+0 records in
10000+0 records out
$ tar_cvs --posix --create --multi-volume
--tape-length=6 --file test1.tar abc
Prepare volume #2 for `test1.tar' and hit return: n
test2.tar
$ tar_cvs xvMf test1.tar
abc
tar_cvs: `abc' is not continued on this volume
tar_cvs: `abc' is not continued on this volume
tar_cvs: `abc' is not continued on this volume
tar_cvs: `abc' is not continued on this volume
tar_cvs: `abc' is not continued on this volume
tar_cvs: `abc' is not continued on this volume
tar_cvs: `abc' is not continued on this volume
tar_cvs: `abc' is not continued on this volume
tar_cvs: `abc' is not continued on this volume
tar_cvs: `abc' is not
