GNU tar did never handle this before...... I noticed and reported this 2 years ago when I finished implementing incremental restores for star. If you like, check incremental backup/restore with star ftp://ftp.berlios.de/pub/star/alpha/ it works using a similar algorithm as ufsdump/ufsrestore does and has ben intensively tested wich all possible changs that may happen on a filesystem.
