Rather for package maintainers :) There is no man page for GNU tar. If
your distribution has one, it was created by this distribution package
maintainers, so it's up to them to keep it up to date. 

The only authoritative source of documentation for GNU tar is tar.info
file.  It should have been installed on your system.  To read it, run: 

  info tar

In particular, to get directly to the section describing the
--strip-components option, run:

  info tar transform
