Taking into account your not-completely-full support of my original proposal (with several relevant arguments, i must admit) let me modify it a little bit. I suggest:

1) that the location of the compress/gzip/bzip2/lzma programs to be
settable at configure time, under one (or four) optional command line option(s)
of ./configure

AND

2) that the tar executable uses these locations (when set) only if given the new --use-locations-defined-at-configure-time command line option (please
select a shorter name); otherwise, the usual PATH method is used; if the
location defined at configure time is not usable (not found, not
executable etc.), same behaviour as when --use-compress-program is in
the same position.

Remark 1: this is applicable when the --auto-compress command line
option (introduced in tar-1.19.90) is used, but also when the regular '-Z', '-z', '-j', '--lzma' are used, but of course not when the --use-compress- program
is used.

Remark 2: Same as before, the --help command line option should also be
upgraded to reflect this.
