[Bug-tar] No documentation for recognized options '--xattrs' and '--acls'

No documentation for recognized options '--xattrs' and '--acls'. I tested
the options and no error is thrown. Whether or not they function properly,
I am not sure. The platform it was tested on is ArchLinux.
