[Bug-tar] tar 1.29 bug: tar ignores --exclude option

        I upgraded from tar 1.28 to 1.29 and now the --exclude option
is ignored by tar.

        With 1.28 it doesn't happen, only with the new 1.29 version.

        Bug? Can you test there and confirm or deny?
