It appears that texinfo.tex 1999-09-25.10 assumes that a @cartouche begins in vertical mode. If you try it in horizontal mode, TeX complains about an overfull hbox. We discovered this when a user (unnecessarily) put @noindent immediately before @cartouche. My quick analysis says that all cartouches are too wide, but TeX only complains when you try to stuff one into a paragraph.
