I have traveled a little bit in source and did some debugging and then
the lights going on, very big lights ;-)

If I use 

@defmac {@@@@TESTMACRO@@@@} (Pars)
or
@defmac {@value{AT}TESTMACRO@value{AT}} ...
also 
@defmac {@@value@{AT@}TESTMACRO@value{AT}} (Paras)

everything is going right like it should (and like I expected) in both
targets HTML and Info.

BTW: Can you tell me where to get the patched versions of texinfo?
     e.g. Texinfo with your patch (execute_string in HTML) or other
things
     (8-Bit output encoding of mine a little time ago)
