    To do this, I've got a few ideas, but I'd like some more
    information.

To do it in TeX will take a while.  It requires reworking the font
mechanism and using different fonts.  (To go beyond what there already
is, which is the accent commands @' and the like.)

Last I knew, makeinfo passed 8-bit characters through ok.
