I can only see a problem with texi2dvi; makeinfo groks that file
without any problems in all formats, including those where @contents
is not a no-op.

The relevant part of the TeX log file is attached.  It looks like some
problem in texinfo.tex.  Karl, can you see something wrong in @email's
definition that would interfere with TOC?
