I use LANG=ru_RU.UTF-8. 'info' program still prints out messages
using cyrillic KOI8-R charset. This  makes them completely unreadable on
unicode terminal.

E.g:

alexey@terrapin:~$ info -a
info: invalid option -- a
[Message is unreadable]

alexey@terrapin:~$ info -a 2>&1 | tcs -f koi8 -t utf
info: invalid option -- a
���������� --help ��� ��������� ����� ���������� ��������.

(The last one is correct russian translation for
"Try --help for more information.")

Other utilities (for example: grep or ls) work correctly, printing Russian
messages in unicode.
