bug in generated html?

I'm running Debian unstable.
debian texinfo package: 4.0f-1

Running 'makeinfo --html texibug.texi' creates the file
texibug/index.html. Both files are attached.

As far as I can see, there must be a bug in makeinfo because of line 11:
<h2><a name="TOC0"></a>my chapter</h1>
