I don't know who created this .tar.gz, but it wasn't me.  The /manual/
subtree is created by other volunteers, and I don't know who they are.

In any case, this isn't the original source.  If you download the source
distribution from ftp://ftp.gnu.org/gnu/texinfo/texinfo-4.1.tar.gz, both
the manual source (texinfo.txi) and the macro file (texinfo.tex) are
included.

Finally, I expect to make another release shortly, hopefully sometime
next week, with one significant change to the way copying permissions
are handled.  So you may want to hold off on printing out the 200+ page
manual a few more days.
