The foo.texi below, processed with "makeinfo foo.texi" from the debian
i386 packaged texinfo 4.2 produces

FOO
***

                      This is some centred text.
 This is a new paragraph.  Notice makeinfo
doesn't seem to fill it correctly, and that there isn't a blank line
between it and the preceding text.


The idea is for the input to produce a centred bit of text, and the
blank line after it to introduce a new paragraph.  It seems to come
out right in texi2dvi.

Is this how @center is meant to be used?  The examples show it with an
@sp following, and that makes it work, but should it work with just a
blank line?
