How about a debian Info pages policy. The Texinfo manual recommends (in the node `The Top Node') using the title of the document in the @top node. I agree the current inconsistency among all the various manuals is not desirable. My suggestion is to ask for a volunteer to systematically check the manuals for this and send changes to the authors. I just don't have the time to follow through on that.
Aside from the top node, the @dircategory situation is an even worse mess. rms suggested (and I agree) that the categories in the Free Software Directory (http://www.gnu.org/directory) be used. Again, a volunteer is needed to systematically check the manuals, come up with a decent category, and send the diffs. And the FSD has plenty of problems which would need to be worked on simultaneously (splitting existing categories that are too broad, combining ones that are too narrow, etc.). Maybe Debian could put this on a task list and see if anyone is interested in improving these areas?
