Karl is right, v\v{e}t\v{s}\'{\i} is not as readable as the five letter
long oroginal.

And TeX has usually problems with hyphenation of words containing such
accented characters.

So 8bit is necessary.  But you are right, UTF-8 is better.

So maybe it's worth to work on UTF-8 support, nowadays (instead of
various 8bit encodings).
But it TeX ready for this?

Though my mother language is not English, I'm not interested in
localization of software, sorry.

But if I typeset a book, I use TeX with 8bit (ISO-8859-2).
