I can't understand

At present, TeX does not support commands of any kind within node
names.  Period.  This may change in the future, but for now ...

This is not true for makeinfo, as you point out.  This is because some
people don't care about the TeX output.  I kind of thought that
--commands-in-node-names had to specified to get commands allowed in
node names, but I guess macros must get expanded earlier, so they don't
cause an error.  To be honest, I am not too inclined to worry about it
for now. 

I agree with you in principle that the  processors should behave the
same, and there should be a -Wall (or something) warning to make
everything is ok.  Maybe someday.
