With
makeinfo --xml -o - my_file
the first line of the output is
<?xml version="1.0"?>
which is wrong because the encoding of the output is Latin-1 (as set
in my_file) but XML has UTF-8 as the default. However, with
makeinfo --xml my_file
the first line is
<?xml version="1.0" encoding="iso-8859-1"?>
which is correct.
