My best guess at a quick fix - perhaps it would work around the problem
to install the ncurses package, if you don't already have it.

If you search in the bug-texinfo archives or just on the net, you'll see
some previous reports along these lines.

Clearly something is troublesome about the way Texinfo checks for a
terminal library, but since it works on all the systems I have, I can't
really debug it, I can only hope you or someone for whom it breaks can
tell me what's happening.

You might also try compiling from CVS Texinfo, although I can't exactly
remember fixing anything about this.
