which means there is something about the use of @ref within @copying
that messes up makeinfo.
Sad, although I'm not surprised. @copying is a weird beast.
Is this worth fixing, so that the copyright page can have a
hyperlink to the FDL rather than just a textual reference?
In my opinion, no :). Anyone who wants to find the FDL is not going to
have any trouble doing so.
I'll put it on the "someday" list. Meanwhile, I think the plain old
text reference will do.
