Current texinfo release (4.11) doesn't work on mingw (www.mingw.org)
because the path separator is guessed wrong. I've checked the CVS
sources and it seems to be still wrong. The following patch fixes it:

The idea is that mingw, even though it is a Windows host, uses ":" as
a path separator. Without the patch, texi2dvi can't find the TeX
installation, but with it, I've been able to build numerous docs. I
hope this can make it into the next release.
