Hmm. Texinfo doesn't even include the intl/ subdirectory any more.
And the message you reference is from Bruno changing gettext.
I'm baffled as to how it still happened for you.
I'm on my way to send this bug to mingw so they can have this
mistake investigated and corrected ...
