In texinfo 4.13 the files gnulib/lib/mbuiter.h and
gnulib/lib/mbiter.h have implicit usage of the functions mbsinit()
and mbrtowc() without checking the HAVE_MBSINIT & HAVE_MBRTOWC
defines.

Meanwhile, patches are welcome of course :).
texinfo 4.12 did not have this problem.
Right, because it had much worse problems, like hardly supporting UTF-8
in the first place :).
