That's right. There just isn't any reasonable way of knowing how is the other manual split on the target machine. So makeinfo uses an algorithm that at least gives predictable results and lets the user control the exact form of the output via the --split option. That way, at least the user can have all her manuals produced in some consistent way that makes inter-manual links work.
