Hello,

doc/README from texinfo-4.13 states:

[...] You can get the latest texinfo.tex from
ftp://ftp.gnu.org/gnu/texinfo/texinfo.tex (and all GNU mirrors) [...]

But there is no ftp://ftp.gnu.org/gnu/texinfo/texinfo.tex file.
