This is the "normal" way for one GNU manual to cite another, but it's
    not working on the web.  What's a good way to fix this?  

Just to wrap this up: indeed, Patrice and I invented the whole htmlxref
mechanism to solve cross-manual references.  It was tons of fun exhuming
usable urls for all the GNU manuals I could find, I can tell you.

I've been using it from Texinfo CVS to generate new versions of maintain
and standards.  Maybe I used it for the latest libc, too, I can't
remember, but don't think so :(.  I have not regenerated the Texinfo or
other manuals, hence those links remain broken.  Life goes on.
