I have found my recurring issue lately, I did some test files with lone 
@node, not associated with a sectioning command.  In that case TeX
always find that the node is not defined.

I think it is a bug.  I haven't dig up the manual to see if it is
documented (as a feature ;-), however.

In my opinion, @node should be treated similarly with an @anchor, so a
lone mode should not be problematic.

I attach a simple example.
