If I freshly extract the tarball texinfo-5.2.tar.gz I clearly see:

-rw-r--r-- 1 richard staff 53663 sept. 27 2013 texinfo-5.2/Makefile.in
richard@x3200:~/src$ ls -la texinfo-5.2/util/texi2dvi

did you try running help2man in a script with output redirected?
