Ah, that lowercase t should be a capital T Texts.  I fixed it in
info-stnd.texi.  info.texi has to be fixed in Emacs, if not already done.

No, *-Cover Texts is a techno-legal term from the FDL.

No, the manuals are following the recommendation in the GNU maintainers
guide (gnu.org/prep/maintain), as specified by rms.  It's done that way
because of the way the FDL works.
