My thoughts on the matter: Emacs should have the necessary documentation included with it for Emacs, and Texinfo should have the necessary documentation included with it for Texinfo. info.info potentially is relevant to both, hence the problem. There are also texinfo.info and info-stnd.info distributed with Texinfo, which certainly should remain part of the Texinfo package. info.info has stuff in it for Info mode in Emacs, and that should definitely be maintained along with Emacs. So one option is to remove the info.info file from Texinfo, and let it be maintained in Emacs. Anything relevant or useful for the Texinfo package could be copied out of info.info into one of Texinfo's other manuals. info.info could then focus on Info mode in Emacs, which could reduce the need to explain differences between the two readers. Another possibility is maybe the creation of another manual specific to Emacs Info alone (just as info-stnd.info is specific to standalone Info), and distribute it with Emacs. Perhaps something could be done about the problem that "info info" from the command-line doesn't bring up info-stnd.info at the same time. Any other suggestions?
