No. But Emacs only does that in a node that actually has some footnotes in it in the Texinfo source. If there are no footnotes in a node, no (nnn) text will be turned into a link. You can file an Emacs bug report about this, if you want a way to turn it off, or if you think unrelated numbers in parens should never generate a link on display.
