It is the other way around: if the node has a menu, its first item is selected; if it has no menu but has a Next pointer, that pointer is followed; if neither of those, then an Up node is sought that does have a Next pointer, until the top node of the current document is reached. Apart from that, in the description of goto-node it says: "and you must include the Info file of the other file."
