Looking at the code I believe the code where the buttons are output is '_default_navigation_header_panel' in HTML.pm. I'm not sure what the best way of achieving this is. The code does refer to some configuration variables like SECTION_BUTTONS but I'm not sure if these are user-settable. Probably something is possible with the undocumented API (some documentation under doc/draft_api.texi). Another option is using some other tool to post-process the HTML files produced by texi2any to add the links.
