texi2any.pl -c HTML_MATH=l2h uses installed files

When testing the support for latex2html for @displaymath, I found
I had to run "make install" so that texi2any.pl would work properly.
I expect that texi2any.pl is using the installed init file for
latex2html, whereas running this file is supposed only to use uninstalled
files.
