Let's say we are reading some INFO page, like
(info "(gnus) Customizing Articles")

We think "That's a great article. What's the https.... URL so I can share it 
with
my friends?"

So at the bottom of the article, there should be a "permalink" that one
can copy,

Indeed with permalinks, one needn't go online at all, and still have the
URL at one's fingertips.

Therefore INFO files should have some template that page authors could
enter the permalink tree base for their INFO file, if any.

You could even have
info-share-page
info-share-chapter
info-share-file
functions, that would at least copy the appropriate URL into the kill ring.
