In the case of the nano manual the @contents was at the end of the document. With CONTENTS_OUTPUT_LOCATION=inline it would still be output at the end of the document. The difference is that there would also be a sectional table of contents at the beginning of the document as well, to replace the menu and/or master menu (with FORMAT_MENU=sectiontoc). It is not the full table of contents, as it doesn't list sections or subsections.
