The should be the @top, but it can also be empty. However, I think that, if it is empty, it means that the user does not want @top to be used to put a title, and in that case, the user can decide to set SHOW_TITLE and USE_TITLEPAGE_FOR_TITLE like he or she wants, one can imagine that there is a special intent and a willingness to know about those customization variables.
