Hello,

I am looking at mingw (on cygwin) GNU Texinfo 7.1 tests failures using
Bruno CI

There are two tests that fail in tp/tests:

split_nocopying_split_dev_null
with 
texi2any: rename /dev/null failed: No such file or directory

and
formatting_cpp_lines
with a diff in results
-accentêd:7: warning: lãng is not a valid language code
+accentêd:7: warning: lãng is not a valid language code

The reasons for those failures can be guessed, for
split_nocopying_split_dev_null, my guess would be that there is no
/dev/null with mingw, but NUL.

For formatting_cpp_lines my guess is that the decoding of accentêd as
latin1 instead of UTF-8 is because the detected codepage locale is used
for accentêd, while the document encoding (UTF-8) is used for the
content of the document if I understood well.

I can skip the tests if the platform is Windows or with some other
condition, but before I do that, it would be nice if people being able
to test native Windows builds could check if they get the same failures,
as I do not want to skip tests that actually work on some platforms
variations.

This should be achieved by running, in tp/tests:

./test_scripts/formatting_split_nocopying_split_dev_null.sh

and

./test_scripts/formatting_cpp_lines.sh

Could people having access to native Windows mingw build try to run
those tests and report if they get the same errors, please?
