The CTAN package is still at version 6.8, missing files like
texinfo-zh.tex.Apart from anything else, texinfo-zh.tex is present on CTAN. https://ctan.org/tex-archive/macros/texinfo/texinfo/doc/texinfo-zh.tex Maybe you ended up at a stale mirror. Don't know. Anyway, I see that I need to get texinfo-zh.tex, texinfo-ja.tex, maybe others, into TeX Live. I was unaware of their existence. So thanks for that indirect report. -k
