I thought that it would be simpler to have manuals in the main
directory, but since it is not possible for dir they need to be in their
own directory.  However, having the Info files in LL directories is also
something we could recommend and would scale better with respect to the
number of files in directories.  It requires a bit more change to the
tools, though, having only dir in LL was a way to minimize the change in
install-info and to the Info readers.

This requires setting INFOPATH, for example as I proposed in another
mail and changes to install-info and having the information on the
language in the Info file, but this was already the case previously,
with the dir in LL directory.
