Yes, the documentation uses the term "sectioning command" inconsistently. I noticed this recently and I have in mind to revise this. My understanding is that @heading is not a sectioning command. It's described in the chapter of the Texinfo documentation called "Chapter Structuring" so we could describe it as a "chapter structuring command" or "structuring command".
