cygnus tail function

Got a question about tail function, I am using
Cygnus Version B19, on Windows NT /2000,

When it "Tail -1 a.txt >> b.txt"  , can it tail something
from a to specific line number of b.txt file?
i.e. tail something to 3rd line of b.txt
