It just came to my attention that wget won't honor http_proxy when using
HTTPS URLs. No problem, as there is https_proxy to use for that.
Information about https_proxy is included in wget.texi now, but I think
it should be added to sample.wgetrc as well; this file only includes
http_proxy and ftp_proxy as of now.
No patch included, as the required change is obvious, I guess :)
