[Bug-wget] fixing http://savannah.gnu.org/bugs/?20370

Hi all

I was thinking of fixing this: http://savannah.gnu.org/bugs/?20370 . I 
remember the main concern being that the user wget would be unable to 
recover if the system wgetrc (first file) was broken.

However, this shouldn't be a problem now that 
http://savannah.gnu.org/bugs/?20635 is done because the user can specify 
their own config and the system file would be ignore. Any thoughts 
before It's written?
