[Bug-wget] Mess with non-english characters in filenames

[ffffd sssd]

wget -c 
http://uftmed.org/1/anatomia/2009-07-01_Anatom%eda%20Dr.%20Alfredo%20For%e9s%20Genitales%20Femeninos,%20Irrigaci%f3n,%20Inervaci%f3n.rar

causes the downloaded file to have strange characters (non-english). Can this 
be solved?
