[Bug-wget] The requested operation cannot be performed on a file with a user-mapped section, open.

   Windows 7
   Batch file with WGET command included.
   Runs in a loop.
   I sometimes have seen this message:
   The requested operation cannot be performed on a file with a
   user-mapped section
    open.
   My guess is that it results when WGET is running but I can't tell.
   Is there a way to know?  Should there be some error message from WGET
   that accompanies it?
