I would make a folder like C:\Progs, and put them there. Then I would add that folder to the PATH (Right click on computer, Administrate, and in some tab you have a button to change environment variables. You add your folder to that list, separated from the previous folders with a semicolon). That way, when I download I can keep all of them in that same folder, and I know that its contents are only managed by me. Mike, it's not a problem having multiple folders listed there. Simply, some program you installed added itself there. Also, just wget http://example.com/whatever.html downloads that webpage. -r is just one of the many flags you can use to get different behaviors (wget --help lists them).
