I think you could replace it with "were blocked even if they dynamically
change their IP address". I don't think it matter whether you have a
pool of IP addresses to switch, get a new address through DHCP, PPP. etc.
The reason for performing range blocks is to lessen the chance they
could get away with a simple network reset.
